1989: de Berlijnse muur staat op het punt te vallen. Op de Theodore Roosevelt Army Base, verkoopt Ray Elwood veel op de zwarte markt. Als er een nieuwe sergeant op de basis verschijnt, met de bedoeling de basis weer 'schoon' te maken, denkt Elwood dat hij niet veel problemen met hem zal krijgen. Maar daar zou hij wel eens ongelijk in kunnen krijgen.
