Als de gestoorde Fred Frenger uit de gevangenis komt, wil hij een nieuw leven beginnen in Miami Florida. Hij komt in het bezit van een politie badge en het kunstgebit van agent Hoke Moseley en doet zich als hem voor om op harde wijze de criminelen aan te pakken. Dan ontmoet hij studente annex hoertje Susie die erin gelooft dat Fred zijn misdadige dagen achter zich heeft gelaten.
