Enkele afvallige engelen, aangevoerd door Gabriël wil de mensheid elimineren en de Hemel ten val brengen. L.A. smeris Thomas Dagget (Elias Koteas), die ooit op het punt stond priester te worden, ontdekt bij een lugubere moordzaak enige wonderlijke details die hem doen afvragen of het gevonden lijk wel menselijk is... Gabriëls grote rivaal Simon verschijnt inmiddels ten tonele en probeert diens plannen wanhopig te dwarsbomen, maar Gabriël gaat nietsontziend op zijn doel af. Als Thomas' onderzoek hem vervolgens naar Arizona voert, leiden alle wegen naar een duivelse confrontatie tussen Engelen, doden, stervelingen én uiteindelijk Satan zelf...
