De film gaat verder waar deel 1 ophield: Detective James Carter reist naar Hong Kong met zijn nieuwe vriend, detective Lee. Daar raken ze in een strijd verwikkeld met Chineze criminelen, en komen ze zo zelfs weer terug in Amerika terecht.
