Na een grote schietpartij op een politie-begrafenis wordt de teruggetrokken ex-agent Gannon onbewust gedwongen om met pensioen te gaan, als hij zich realiseert dat de moordenaar tot dezelfde militie behoort die hij na het stoppen van de strijdkrachten heeft vergezeld. Gannon denkt dat de schietpartij een kettingreactie van copycatgeweld in het hele land kan veroorzaken en verschuilt zicht met zijn medemilitairen in een afgelegen houtzagerij die zij hun hoofdkwartier noemen. Daar begint hij aan een reeks afmattende verhoren, vastbesloten de moordenaar op te sporen en hem over te dragen aan de autoriteiten om verder bloedvergieten te voorkomen.
