Negentien jaar na de moord op president Timothy Keegan ontdekt zijn broer Nick een stervende man die beweert de schutter te zijn geweest. Terwijl hij probeert de pogingen van zijn rijke en dominante vader om zijn daden onder controle te houden te vermijden, volgt Nick de aanwijzingen die hem worden overhandigd. Naarmate hij vordert, wordt het steeds moeilijker om echte aanwijzingen van doodlopende wegen te onderscheiden, en wordt het gevaarlijk naarmate onbekende groepen proberen Nick ervan te weerhouden de waarheid te ontdekken.
