Takeshi Hongo wordt ontvoerd door de terroristische organisate Shocker en omgetoverd tot een van hun cyborg-soldaten. De operatie mislukt en Hongo behoudt zijn menselijkheid. Nu richt hij zich op het vernietigen van Shocker en hun cyborg-leger.
