In The Siege wordt de Verenigde Staten geteisterd door een aantal opeenvolgende terroristische aanslagen waarbij vele doden vallen. FBI agent Hubbard gaat op zoek naar de daders wanneer zijn pad wordt gekruist door CIA agente Elise Kraft. Zij lijkt infomatie te hebben die ze voor Hubbard achterhoudt. Wanneer bij de aanhoudende aanslagen honderden doden vallen wordt het leger onder leiding van generaal Deveraux ingeschakeld, wat de situatie alleen maar erger maakt.
