De film gaat over een onderhandelaar bij gijzelingszaken die in dienst is bij de San Francisco Metropolitan Police en die Scott Roper (Eddie Murphy) heet. Zijn onorthodoxe, maar succesvolle methoden maken hem tot de beste in zijn vak. Roper wordt gekoppeld aan de jonge, schietgrage sluipschutter McCall (Michael Rapaport), die hij de kunst van het onderhandelen bij moet brengen.
