Een speciale chip is gestolen van de Russen en is identiek aan een Brits design, die bestand is tegen de straling van een nucleaire ontploffing. De Britse geheime dienst verdenkt Max Zorin van het stelen van de chip. James Bond wordt gestuurd om het uit te zoeken. Hij ontdekt dat Zorin vele chips produceert en een duivels plan heeft bedacht om de totale chipproductie in handen te krijgen.
