Majoor Murphy, een onderzoeker van het Amerikaanse leger, heeft een nieuwe opdracht gekregen. Sergeant Gammon wordt verdacht van het dealen van cocaïne vanuit zijn basis, en Murphy moet genoeg bewijsmateriaal verzamelen om Gammon en zijn hele operatie stop te zetten. Samen met zijn partner, luitenant Andrews, gaat de majoor undercover om de bende te infiltreren en uit te zoeken hoe ver deze activiteiten zich in de commandostructuur bevinden.
