Atsuko Chiba is een psychiatrice die geavanceerde technologie hanteert om het brein van haar patiënten te doorgronden. Ze leidt een dubbelleven als Paprika, een high-tech detective die dezelfde technologie gebruikt om te achterhalen wat er in de gedachten omgaat van de mensen die ze zoekt. Wanneer de technologie echter gestolen wordt moet Paprika er snel achteraan, aangezien de hele stad in een golf van psychologische instabiliteit verkeert.
