In het Midden-Oosten wordt een man doodgeslagen. In Stockholm verdwijnt een jonge vrouw op weg naar huis van haar werk. Deze twee gebeurtenissen zullen verband blijken te houden. Sinds Martin Beck is gestopt, leidt Steinar Hovland de zoektocht naar het vermiste meisje. Maar Martin wordt bij de zaak betrokken wanneer hij besluit de nationale veiligheidspolitie te helpen bij het onderzoek naar een vermoedelijke terrorist. Ze beseffen al snel dat ze in een race tegen de klok zitten om een catastrofe te voorkomen.
