Amerika is in de nabije toekomst een fascistische staat waar tevens een verschrikkelijke epidemie rondgaat. De mensen denken dat de zieken alle zorg en alle comfort krijgen in quarantainekampen, maar in feite laat men ze er in miserabele omstandigheden sterven. De jonge Blue komt de waarheid te weten wanneer ze verzetsstrijder Torch ontmoet. Ze besluit zich ook in te zetten tegen deze wanpraktijken.
