Deze tekenfilm met Rock-Opera-thema, gebaseerd op het klassieke verhaal van de rattenvanger, vertelt het verhaal van het kleine stadje Hamlin uit de jaren zestig, dat geteisterd is door ratten. Sly, een gitarist in Jimi-Hendrix-stijl, wordt ingehuurd om met zijn muzikale vaardigheden voor de ratten te zorgen, en hem wordt als betaling een Harley Davidson beloofd van de burgemeester. Wanneer hem wordt bedrogen, gebruikt hij zijn muziek om de kinderen naar een berg te leiden.
