Pamela is een telefoniste van het alarmnummer met een vervreemde echtgenoot, Jeremy, die een politieagent is. Wanneer hun dochter wordt ontvoerd en gegijzeld moeten ze noodgedwongen de instructies van de ontvoerder opvolgen. De ontvoerder wil dat ze alle politie- en brandweereenheden naar verschillende afgelegen locaties in de stad sturen waar chaos hen te wachten staat. Pamela en Jeremy moeten een keuze maken: de stad redden of hun dochter redden.
