Tulse Luper's Suitcases beslaat zo'n zestig jaar recente geschiedenis, vanaf de ontdekking van uranium in 1928 tot 1989. Tulse Luper, een schrijver en kunstenaar, zit gevangen in een leven van gevangenissen. Er zijn in totaal 16 gevangenissen in het verhaal dat begint in Zuid-Wales, wanneer Luper 10 jaar oud is. Naarmate Luper's reputatie als schrijver en kunstenaar groeit, wordt zijn persoonlijkheid fictiever. Er zijn conferenties en tentoonstellingen over Luper in verschillende Europese steden. De belangrijkste tentoongestelde objecten zijn stukken uit een verzameling van 92 koffers, waarbij 92 het atoomnummer van uranium is, koffers waarmee Luper naar verluidt in verband is gebracht tijdens zijn reizen, gevangenissen en avonturen. Door de jaren heen zijn er over de hele wereld koffers aan het licht gekomen.
