Twee twintigers die in Miami wonen ten tijde van de Irak-oorlog buiten een kleinschalig overheidsinitiatief uit dat kleine bedrijven toelaat om een gooi te doen naar aanbestedingen van het Amerikaanse leger. Ze beginnen klein maar al snel stroomt het geld binnen. Maar het duo komt in de problemen wanneer ze een deal van 300 miljoen dollar binnenhalen om het Afghaanse leger te bewapenen - een deal die hen in contact brengt met twijfelachtige figuren, niet in het minst hun eigen regering.
