Tracy Fleming is een weduwe en politieagente met een jonge zoon die is opgeklommen tot een agent in burger. Nadat zes vrouwen verkracht en vermoord zijn, stemt Fleming ermee in undercover te gaan in een poging zichzelf tot doelwit te maken voor de moordenaar. Het hoogtepunt plaatst haar in een gevecht op leven en dood met de moordenaar.
