De Japanse minister van defensie is op bezoek in Frankrijk. Hij heeft een speciale missie om namens zijn land te gaan investeren in de Franse antiterrorisme-expertise. Aan het eind van zijn bezoek zal hij een contract tekenen dat vele biljoenen dollars waard is. Gedurende zijn bezoek wordt hij echter gekidnapt door een groep Japanse yakuza. Politieagent Emilien wil koste wat kost de minister vrij krijgen om zo de eer te redden van zijn politiebureau. Maar de tijd dringt, want niemand mag weten dat de Japanse minister verdwenen is.
