Het jaar 2097: twee decennia geleden vielen de Verenigde Staten van Amerika door een nucleaire ramp uit elkaar. De overlevenden zijn opnieuw voor een proeve van bekwaamheid gesteld: een nieuwe natie op te richten volgens een nog nader te bepalen politieke koers. We volgen Tex Kennedy als hij op reis is naar de dodelijke toekomstige hoofdstad van dit nieuwe Amerika, beter bekend als 'De drempel van de hel'. Hij is niet alleen, hij wordt vergezeld door twee robotten en een legendarische jonge vrouw, 'Cannibal Sue'. Als enige leidraad heeft hij verder de inspirerende radio-uitzendingen van Koning Remington. De vreemde avonturen van Tex Kennedy zorgen uiteindelijk voor de bescheiden en angstaanjagende geboorte van Nieuw Amerika met z'n allereerste generatie helden en schurken die de natie voorgoed zal kenmerken.
