Russell Stevens is een brutale agent uit Cleveland met een behoorlijk spannend verleden. Plots krijgt Russell een heel speciale taak toegewezen: hij moet undercover werken in een internationaal cocaïnekartel in Los Angeles. Onder de nieuwe identiteit zal de gewetenloze jongeman voor een serieuze uitdaging staan - als politieagent zwoer hij de wet te handhaven, maar nu zijn de regels veranderd.
