Luitenant Matt Daniels wordt met zijn team op een gevaarlijke missie gestuurd om al-Qaeda terroristen te pakken te nemen. Tijdens deze missie wordt een helikopter met Kapitein Amy Jennings neergeschoten en wordt Jennings gevangen genomen door de gevreesde terroristenleider Abubakar al-Salaam. Daniels krijgt vervolgens de opdracht achter Jennings aan te gaan en haar te bevrijden.
