Matt Scudder, een voormalig rechercheur van de NYPD en herstellend alcoholist, wordt achtervolgd door spijt. Wanneer een reeks van ontvoeringen gericht op de zwaarste drugscrimineel van de stad escaleert in een gruwelijke moord overtuigt de meedogenloze leider Scudder ervan om de daders te vinden en voor het gerecht te slepen. Werkend als een niet gecertificeerde privé-detective heeft Scudder een voordeel op de politie maar begeeft zich daarmee wel op gevaarlijk terrein.
