Geïnspireerd door een waargebeurd verhaal komt de beginnende detective Linda Murphy (Sarah Drew) net van de politieacademie als ze haar baas, detective David Goodman (Eric Keenleyside) hoort praten over een seriemoordenaar in de omgeving die zich op sekswerkers lijkt te richten. Samen met FBI-agent Neil Carter (Jamall Johnson) vecht Linda om undercover te gaan om de moorden op te lossen en, als alles goed gaat, een seriemoordenaar te pakken te krijgen.
