Nino Brown is leider van de invloedrijke drugsbende The Cash Money Brothers. Nino brengt crack op de markt, waarmee hij nog meer geld kan verdienen. De politieagenten Scotty Appleton en Nick Peretti hebben er alles voor over om Nino te pakken. Ex-verslaafde Pookie wordt door Scotty en Nick ingezet om te infiltreren in de drugsbende, maar hij wordt vermoord. Scotty besluit vervolgens om zelf undercover te gaan met gevaar voor eigen leven.
