In het jaar 1983 vindt een reeks gewelddadige bankovervallen en autodiefstallen plaats. Terwijl paniek heerst bij de buurtbewoners, staat de politie voor een raadsel. Een eenzame FBI-agent is gestationeerd in een slaperig stadje in Idaho. Hij is ervan overtuigd dat de misdaden gepleegd worden door een groep terroristen in navolging van een radicaal, charismatische leider die het gemunt heeft op de federale overheid.
