De kleine punker Amadeus woont in een vuilnisbak. Op een dag krijgt hij het idee om mee te doen aan een punkrock-concert bij de Brandenburger Tor, en hij wil samen met vrienden een punkbandje oprichten. Maar helaas hebben ze geen instrumenten en moeten ze geld zien te verdienen. Ondertussen is politie-officier Herr Schulze bezig om op punkers in Berlijn te jagen, en zodoende de plannen van Amadeus in de war te schoppen.
