Edward Wilson (Matt Damon) is een ijverige student aan de universiteit van Yale. Daar wordt hij gerekruteerd door het geheime genootschap Skull and Bones, een kweekvijver voor toekomstige wereldleiders. Zijn scherpe geest, onkreukbare reputatie en zijn oprechte geloof in de Amerikaanse normen en waarden maken van Edward Wilson een uitstekende kandidaat voor een bloeiende carrière bij de overheid en hij wordt tijdens de Tweede Wereldoorlog overgeplaatst naar het OSS - de voorloper van de geheime dienst CIA. Als een van de grondleggers van de CIA, werkend in een organisatie waar je op je hoede moet zijn, wordt Wilsons idealisme al snel op de proef gesteld door een groeiend gevoel van onbehagen.
