Detective Harry Callahan, beter bekend als 'Dirty Harry', is een moordenaar op het spoor die zijn slachtoffers op rituele wijze om het leven brengt. Hij wil de gangster absoluut inrekenen en neemt een loopje met de reglementen. Zijn oversten pikken dit niet en sturen Callahan naar San Paulo, een plaatsje ten noorden van Californië. Ook hier wordt hij niet warm onthaald.
