Sluipschutter John Robbins wordt veroordeeld tot levenslang wegens moord op zijn meerdere. Hij weigert zich aan te passen aan de gevangeniscultuur en krijgt de ultieme straf toebedeeld: gedumpt worden op het geïsoleerde eiland Absolom, waar de zwaarste criminelen hun straf uitzitten. De eilandbewoners hebben zichzelf verdeeld in twee kampen: de vreedzame Insiders en de gewelddadige Outsiders die aangevoerd worden door de anarchistische Marek. Robbins wordt eerst geconfronteerd met de Outsiders en weet daarbij te ontkomen. Hij wordt opgevangen door de Insiders die hem uitnodigen om zich bij hen aan te sluiten.
