Billy Zane schittert als 'The Phantom' in deze avontuurlijke aktiefilm, gebaseerd op één van de meest populaire stripverhalen ooit. De zoektocht naar de legendarische schedels van Touganda begint op het tropisch eiland Bengalla. Geheel bezeten van de legende, wil magnaat Xander Drax (Treat Williams) koste wat het kost de schedels bemachtigen om met de onvoorstelbare kracht die het in zich herbergt, de wereld te veroveren.
