De 13-jarige Jonathan Osbourne, die een zeer hechte band heeft met zijn weduwe moeder Anne, staat volledig onder invloed van zijn klasgenoot 'Chief', die een fascistisch geheim genootschap heeft opgericht en absolute gehoorzaamheid eist van zijn ondergeschikten. Wanneer de zeeman Jim opduikt in het kleine kustplaatsje, begint hij een relatie met Anne en Jonathan is ook door hem gefascineerd en ziet in hem de heldhaftige, gedurfde zeeman. Wanneer Jim besluit de zeevaart op te geven om met Anne te trouwen, stort Jonathans wereld in. Samen met de 'Chief', die Jim vanaf het begin heeft afgewezen, bedenkt Jonathan een gruwelijk plan...
