De agenten Keneely en Farrel komen in de problemen terecht als ze besluiten om de bevelen van bovenaf niet te volgen en zelf achter een misdaadbende aan te gaan. De bende, onder leiding van Rizzo, heeft namelijk banden met de politie en doet er alles aan om het onderzoek te dwarsbomen.
