In 1944 werd Master Sergeant Robert Steven Savage verraden door een van zijn medesoldaten, Krieger, een dubbelagent voor de Asmogendheden. Hij liet het hele team van Savage vermoorden en gebruikte hem voor verschillende genetische experimenten. Savage werd vervolgens cryogeen bevroren en opgesloten in een geheime bunker. 50 jaar later, G.I. Joe ontdekte de verborgen bunker, Savage heeft nu bovenmenselijke kracht, snelheid en behendigheid en heeft de leiding over de Screaming Eagles. Krieger leeft en staat bekend als generaal Blitz, leider van de terroristische organisatie het IRON Army. Sergeant Savage en zijn Screaming Eagles moeten hem tegenhouden!
