Een nieuwsreporter en zijn cameraman worden gegijzeld op een boot in de haven van Charleston, waar ze aanwezig zijn om verslag te doen van een staking. De eis van de kidnappers is dat alle nucleaire ontstekers in en rondom Charleston worden ingeleverd, zodat ze deze op zee kunnen laten ontploffen. Ze dreigen met het laten ontploffen van een atoombom als de eis niet wordt ingewilligd.
