David Cuevas is een echte familieman. Hij werkt als belastingontvanger voor de grootste bendeleiders in Los Angeles. Overal in de stad ziet hij er op toe dat er betaald wordt, anders volgen er zware sancties. Hij werkt samen met zijn partner Creeper. Een gevaar uit het verleden dreigt echter alles wat David lief heeft in gevaar te brengen.
