De film speelt zich af enkele dagen voor de vrijspraak van de blanke agenten die de zwarte motorrijder Rodney King in elkaar sloegen tijdens een arrestatie, en de rassenrellen die er naar aanleiding van deze vrijspraak in 1992 uitbraken in Los Angeles. Veteraan Eldon Perry leert rookie Bobby Keough over de wereld van intimidatie en corruptie binnen de politie. Assistent Chef Holland dreigt tegen Perry's handhaving van de 'gerechtigheid' in opstand te komen.
