Wanneer een olieraffinaderij wordt aangevallen krijgt Jackie Luo, een Chinese veiligheidsprofessional, de opdracht om de werknemers van de maatschappij veilig te stellen. Wanneer Luo ontdekt dat het de bedoeling van de aanvallers is om de olie te stelen krijgt hij de hulp van Chris Van Horne, een Amerikaanse voormalige marinier.
