Begin 20e eeuw, Moskou. Tsaar Nikolaas II heeft problemen met de oorlog met Japan, die niet te winnen lijkt. Zijn vreugde over de geboorte van zijn eerste zoon wordt overschaduwd door de ontdekking dat de jongen hemofilie heeft. Zijn vrouw laat zich erg beïnvloeden door Rasputin, die beweert genezende krachten te hebben. Het volk wil een Doema en gelooft niet dat hun tsaar iets wil doen. De opstapelende problemen komen tot een wereldoorlog en een volksopstand.
