Het verhaal volgt de meedogenloze, zeer succesvolle politieke strateeg Elizabeth Sloane. Elizabeth is benaderd om campagne te voeren rondom het debat over wapenbeleid in de Verenigde Staten. Nieuwe wetgeving zou erop toe moeten zien dat er strenger gecontroleerd kan worden op wapenbezit door middel van een antecedentenonderzoek.
