Frank Penny is een politieagent die op zoek is naar verlossing. Wanneer de 11-jarige dochter van de politiechef wordt ontvoerd, zet Frank alles op het spel om haar te redden. Maar om het meisje te vinden heeft Frank de hulp nodig van Ava Brooks. Zij volgt Frank op de voet en zendt alles live uit op haar nieuwskanaal. Terwijl de stad toekijkt, beginnen Frank en Ava aan een race tegen de klok.
