Michael Braxton, een fanatieke politieman uit St.Louis, vertrekt naar Los Angeles om daar de moord op zijn jongere broer Tony te onderzoeken. Tony bleek betrokken te zijn bij illegale wapenhandel, met aan het hoofd Simon Stone, die op het punt staat een grote slag te slaan met het verhandelen van een hoeveelheid plutonium, genoeg om een nucleaire bom te maken die een miljoenenstad in één klap van de kaart kan vegen. Wanneer Braxton in L.A. aankomt samen met zijn advocate Samantha Richards, en ze de zaak aan het licht proberen te brengen, begeven ze zich op levensgevaarlijk terrein.
