Het is het jaar 2047. De planeet wordt geregeerd door een repressieve en wrede overheid (de CCG). Landen die niet toegetreden zijn worden beschouwd als verschroeide aarde. Ryan, een opstandige agent van de 'Green War'-groep, wordt op een missie gestuurd om bewijs te verzamelen over de gruwelijke misdaden van de militaire vleugel van de CCG. Tijdens zijn missie wordt hij geconfronteerd met kolonel Asimov.
