Nadat een jonge zwarte tiener wordt neergeschoten door de politie in de Newyorkse wijk Brooklyn, breekt de hel los. In deze moeilijke omstandigheden beleven drie doorwinterde agenten de donkerste jaren uit hun carrière: een uitgebluste wijkagent enkele dagen voor z’n pensioen, een corrupte narcotica-agent die moeilijk de eindjes aan elkaar kan knopen, en een undercoveragent die moet kiezen tussen zijn loyaliteit aan het korps, en zijn vrienden uit de onderwereld… Drie ogenschijnlijk op zichzelf staande verhalen die toch met elkaar verbonden blijken te zijn.
