Twee ontsnapte gevangenen gaan in het kleine plaatsje Happy in Texas een missverkiezing organiseren. Het dorp maakt alleen kans om in de finale te komen wanneer ze twee zwaargewichten inhuren om de verkiezing te organiseren Harry en Wayne. In hun bewondering hebben de goedgelovige dorpsbewoners iets niet in de gaten. Harry en Wayne zijn oplichters die net zijn ontsnapt uit de gevangenis en de politie op hun hielen hebben. Happy, Texas is de plaats voor de twee criminelen om tijdelijk onder te duiken en de bank te beroven.
