Kramer en Douglas, twee voormalige Amerikaanse presidenten die elkaar niet kunnen uitstaan, worden bondgenoten als de huidige president probeert hen zwart te maken. Ze worden valselijk beschuldigd van het saboteren van de regering. Samen gaan Kramer en Douglas op zoek naar bewijsmateriaal om hun onschuld aan te tonen.
