De 17-jarige Texaanse tiener Billie Jean Davy is op zoek naar gerechtigheid. Enkele lokale jongens hebben de scooter van haar broer beschadigd en wanneer ze een schadevergoeding gaat vragen aan de vader van één van de jongens weigert deze te betalen. Al gauw wordt Billie Jean en haar strijd een legende, ook al wordt ze op de hielen gezeten door de lokale autoriteiten.
