Kaburagi ontsnapt uit de gevangenis nadat hij is gearresteerd als verdachte in een brute moordzaak. Hij houdt zich gedeisd terwijl hij door heel Japan trekt en verschillende mensen ontmoet. Zij worden door politierechercheur Matanuki ondervraagd, maar allemaal beschrijven ze Kaburagi anders. Nu hij inmiddels al langer dan een jaar op vrije voeten is, begint Matanuki zich af te vragen wie zijn doelwit nou daadwerkelijk is en wat hij van plan is.
