Carlton Leach is al één van de meest gevreesde leiders van de hooligans die tribunes bij het voetbal bevolken, maar het gaat met hem van kwaad tot erger. Hij wordt lid van een criminele bende die in de late jaren '80 en begin jaren '90 heel Londen en Essex onveilig maakt. Leach groeit op die manier in de loop van de jaren uit tot een topcrimineel die niet met zich laat spotten.
